Yes. Some items may not be available but I have not noticed a difference. My account was setup with a US address and I’ve used it in The Bahamas. When switching between the profiles of my party members in the states vs mine here, I have not noticed anything that’s blocked.
It would be quite odd to have blocks considering their cruise and islands are here where guests may very well use Disney Plus.
